The barbell back squat, if you can hit below parallel with a high-bar position. It trains the quads through the deepest knee bend you can load with a barbell, and it keeps progressing for years. If your gym has a hack squat, that runs a close second: it takes balance and the lower back out of the set, so you can push closer to failure.

How do I build quads without a barbell?

Bulgarian split squats and goblet squats cover most of it. A pair of dumbbells and a bench is enough load, because one leg at a time makes a set hard with far less weight. Walking lunges and step-ups fill the same slot. Whatever you pick, go deep enough that the front thigh reaches parallel, and run sets of 8 to 12 per leg.

Why are my quads not growing?
